    J Edgar Hoover was pictured in a publicity shot with Amos and Andy who depicted "stereotypical blacks" in one of the most popular radio shows, when the NAACP accused him of being racist, he countered with saying that both Amos and Andy were his closest friends. On page 572 of J Edgar Hoover: the man and the secrets by Curt Gentry, it outlines in detail a letter sent to Dr. Martin Luther King Jr., but was intercepted by his wife, Coretta Scott King along with a tape of his trysts. (This was sent to him in hopes that he would commit suicide) Both Dr. King and Eleanor Roosevelt are also listed in his book as his mortal enemies.

    Newly hired agents were expected to be of the highest character and ability. All were required to have had training in law or accounting. The director discouraged drinking, smoking and womanizing. He sought to establish a system of total control over the bureau's 53 field offices with regular inspections and detailed reports from the agents in charge. During the early years, Hoover endeavored to give the bureau a predominantly white, male and protestant image. Few blacks, women, Jews or foreigners were hired. Political liberals were frowned upon.     In March of 1921, a new president Warren G Harding took office, the presidents Ohio crony Harry Daugherty became attorney general and to head the justice department's bureau of investigation Daugherty chose another Ohio friend, the well known William J. Burns. In the first of many instances, his careful non partisan stance enabled him to remain in government service no matter who was in power. In 1923, the Harding administration came to an end with the sudden death of the president. Calvin Coolidge was then elevated to presidency just as several corruption scandals became public knowledge. Secretary of the interior Albert B. Fall was accused of selling the navy's oil lands for personal profit, the justice department particularly the bureau of investigation was accused of being complicit. Both Daugherty and Burns were forced to resign from their offices clearing the way for J Edgar Hoover who was appointed and was soon the official director of the bureau of investigation. Under President Theodore Roosevelt's presidency, he was afforded complete autonomy to run the agency as he saw fit.
